2.0 Assessment Overview

You will produce a take-off, priced bill of quantities and supporting report on how the bill has been priced.

Task Description (What do I have to do for this assessment?)

Your client, Moatkeep Developments, has made the decision to proceed with this proposed residential development. The project is now at RIBA stage 4, and a design consultant has produced designs and specifications for the different house types.

· As the consultants with responsibility for providing cost advice to the client, CQC Consult must prepare a Bill of Quantities (BoQ) for the scheme to send out to contractors to tender for the works. As a member of the team, you are required to take off quantities and prepare a BoQ in accordance with NRM2 for Plot 1 ONLY (Appendix A).

NOTE 1: Measure the following building works ONLY: substructure, external walls, internal walls, roof and internal finishes (ceiling, wall and floor).

NOTE 2: You are not required to take off quantities for doors and windows, floors and stairs, electrical services, gas installation, water supply and drainage, bathroom and kitchen fittings as these will be carried out by the respective sub-consultant organisations. However, include these items in the BoQ as Prime Cost (PC) Sums. Include also a Preliminaries section, Dayworks section and Contingency section in your BoQ and a Summary page at the end.

NOTE 3: You are required to make reasonable assumptions for any information not provided in the specifications or drawings. Any assumptions made should be reported in a query sheet. Your submission should include a take-off list, query sheet, take-off, abstract sheet and the BoQ.

· Price all the items in your BoQ using rates you have calculated from first principles and rates from price books such as Spon’s, Laxton’s, Wessex, Hutchins, BCIS, or any other referenced source.

The following additional information is provided to you:

Allow 20% for main contractor’s overheads (O/Hs) and profit

Determine the construction duration for the Pembroke house type alone and use this in pricing your preliminaries

Nominated subcontractors will execute all the works that were not measured. Allow the following Prime Cost (PC) Sums in the BoQ in respect of these works:

3.0 Purpose of Assessment

Coursework 2 requires students to measure a building in accordance with NRM2, prepare a bill of quantities and price the bill of quantities. This course work helps you to achieve LO2 and LO3 of the module as it introduces you to the RICS’s New Rules of Measurement Book 2 (NRM2), how to measure for the purposes of preparing a bill of quantities, and how to price measured items.

Purpose of Assessment (Why am I doing this? How does this link to my future role as an professional in the discipline? What knowledge, concepts or skills should I demonstrate? How might this links to (name of specific PSRB?) )

The rationale behind this task is to provide an opportunity for you to develop competency in the quantification and costing of construction works which are all core competencies of the RICS required to be demonstrated at Level 3 (Being able to give strategic and reasoned advice, including the preparation and presentation of reports with reference to cost).

The CIOB similarly requires professional Construction Managers to be able to produce examples of price and cost estimation for construction activities from feasibility through to final accounts, and produce detailed measurement using a range of standard methods of measurement. They must be able to apply professional standards of reporting and accountancy and demonstrate understanding of the need for honesty and accuracy in reporting. The knowledge, skills and experience needed to showcase these attributes are developed through this assessment.
